The Third Circuit Bar Association is dedicated to elevating the legal profession by fostering collegiality and excellence among its members, while actively serving our community and advancing the administration of justice for all.
Marina is an Assistant United States Attorney in the Northern District of Florida, and recently served as an Assistant State Attorney in Florida's Third Judicial Circuit, where she prosecuted cases in Columbia, Suwannee, and Madison counties.
Marina is focused on fostering a collaborative legal community across the circuit. She is dedicated to breaking down geographic barriers for local practitioners and ensuring the local bar actively serves and protects the wider community. Marina also serves as a member of the Unauthorized Practice of Law Committee.
Marina previously served as a Trial Attorney at the U.S. Department of Justice’s Office of International Affairs, handling complex cross-border legal matters. Her deep expertise in Middle East policy also led her to key roles at U.S. Army Headquarters as Director for Gulf Policy, and at the U.S. Department of State, where she advised top officials on political-military affairs and Guantanamo Bay detainee policy.
Marina holds a law degree from Florida Coastal School of Law, a master’s in Global Futures from New York University, and a bachelor's degree from Stetson University. She is licensed to practice law in Florida, New York, and New Jersey.
Heidi Kemph received her law degree from Mercer University, Walter F. George College of Law after receiving her undergraduate degree from the University of Florida. Throughout her career she has focused her work in the area of juvenile dependency law and is committed to protecting the rights of parents and children. She has served as an attorney for the Department of Children and Families, a Guardian Ad Litem attorney and as an Assistant Regional Counsel representing parents for RC1 in the 3rd Circuit of Florida. It was there that Heidi was promoted to the director of RC1’s 3rd circuit office.
Heidi also served as a felony criminal trial attorney for RC1 clients in the 3rd circuit and has handled civil and criminal matters in every county of the 3rd circuit. Heidi was recognized as the Third Circuit Attorney Ad Litem of the Year for 2016-2017. She has been appointed by The Florida Bar to serve on the Juvenile Rules Committee and Legal Needs of Children Committee.
In 2024, Heidi served as the Deputy Director for a large legal aid organization in North Central Florida before returning to RC1 in 2025 to take on the role as Chief Assistant. Heidi’s experience in virtually all types of cases handled by RC1 together with her experience in leadership at a legal aid organization gives her the unique qualifications needed to support the very important work done by the Office of Criminal Conflict and Civil Regional Counsel.
Grady is a Senior Attorney at the Department of Children and Families Children’s Legal Services, protecting and advocating for children in Hamilton, Madison, and Taylor Counties, a position he has had since 2017. Prior to that Grady spent four years as an Assistant State Attorney in Lake City.
A Secretary’s job is never done. From making notes of meetings, designing logos, and brainstorming ideas for events and marketing opportunities, there’s always something to do. Grady has also tried to ensure the smaller counties in the Third Judicial Circuit don’t get overlooked, having worked in them for many years.
Grady was born and raised in Tampa (Go Bucs) and has a law degree from Barry University School of Law, a master’s degree in international relations from Florida Atlantic University, and a bachelor’s degree in political science from the University of Florida (Go Gators). He is licensed to practice law in Florida and Massachusetts.
Kellen Vincent is a Lake City native and Columbia High School alumnus. He obtained a Bachelor of Arts in History from the University of Central Florida and earned his Juris Doctor from the Shepard Broad College of Law at Nova Southeastern University.
While in law school, Kellen served as a law clerk with Robinson, Kennon & Kendron, P.A., where he worked closely with experienced trial attorneys and developed a strong foundation in civil litigation. Since that time, he has continued to build a litigation practice grounded in thorough preparation, strategic advocacy, and a willingness to take cases to trial.
Kellen’s practice is focused primarily on defamation and reputation-related matters, representing both individuals and businesses in claims involving false and damaging statements. He also handles select matters involving commercial litigation, personal injury, contract disputes, and real property issues, drawing on his litigation experience to effectively advocate for his clients.
Outside of his legal practice, Kellen enjoys spending time with his family and playing the guitar. He has been a local musician for many years and has performed at various events, restaurants, and venues throughout the community.
